First, navigate to your project's edit page and select the "annotations" tab, then click the "Import BCF" button and select the file you want to import.
Wait for the process to complete. Once the file is processed, the page will reload, don't touch anything until the page is reloaded.
Your annotations have now been imported and are ready to use. By default, all annotations are added to the latest version of your project. Also note that if you open the "basic version", all annotations will be displayed. You can use the "Go to annotation" button to access the viewer, you will automatically be loaded into the latest version the annotation exists in, although it can be hidden, but remember, you can show them using the scene menu on the right.
